Description
Objective Human Rights Based Approaches to development have long been established in the legal and policy commitments of international development actors. Development practitioners and human rights specialists need to understand and learn to apply each others concepts and professional tools.
Aim:
The aim of the Programme is:
To explore the principles, policies and practice underpinning human rights based development.
To enhance the participants skills in programming on this basis through providing a supportive environment in which both development and human rights specialists can pool learning to adapt existing skills.
To raise participants self-awareness in terms of behavior, attitudes and values in undertaking human rights based development. Participants are facilitated in approaching their own development as an on-going process to enhance skills in teamwork, building relationships, communication, advocacy and designing strategic partnerships. The emphasis is on ensuring that programming is relevant, effective, sustainable, participatory with accountability for impact. Modules include development programme cycle management (PCM) with special focus on situation analysis- programme design and evaluation as key stages for applying organizational learning from human rights impact assessment. Case studies will be drawn from the contexts of development and humanitarian action. As a successful applicant you will be part of a multinational, multicultural group with a range of relevant skills and experience. Participants Reflecting the multi-disciplinary nature of human rights based development and the training programme, applications are invited from:
Human rights specialists who wish to adapt pre-existing knowledge of international human rights framework to the context of development programming; and from
Experienced development or humanitarian practitioners who wish to reflect on their work and enhance their skills with a human rights based perspective e.g. policy advisors or project managers. Typically, participants have worked for, or plan to work for, international human rights or development actors bi-lateral or multi-lateral, government ministries or in the non-governmental sector. Participants will generally have a relevant degree/training and a minimum of three years relevant experience. However, the diverse skills of applicants will be taken into account so as to ensure an optimum mix of disciplines and profiles. The course will be conducted in English and places are limited to Twenty. Participant preparation The Training Programme is designed so as to maximize mutual learning across the range of participating disciplines. To ensure a common starting point for discussion participants will need to be familiar with the basics of international human rights law and institutions; and the basics of programme cycle management. They will, in any event, be provided with core 'refresher' materials as required preparatory reading. In addition, each participant may be allocated specific case study materials for advance preparation. The programme is designed to be a highly participatory learning process. Rather than merely supplying information, it is designed to nurture skills which can be adapted to any development context. The programme uses the structure of the Programme Cycle familiar to development practitioners. For each key step of the cycle, the application in practice of human rights based approaches is explored and tools developed for day to day application. The programme emphasises prevention but case studies also address conflict and post-conflict contexts. Subjects overview:
Evolution of international human rights law and implementation mechanisms relevant to development
Legal and policy commitments to NWHO of key development actors
Five core principles of Human Rights Based Development
